Peter Semneby visits AzerbaijanSpecial representative of the European Union for the South Caucasus Peter Semneby has started his visit to Azerbaijan APA reports that the diplomat will have meetings with Azerbaijani officials in the President’s Office, Foreign Ministry, Baku Mayor’s Office and other bodies today. Besides, Peter Semneby will meet with the students of Foreign Ministry’s Diplomatic Academy. Peter Semneby will meet with the representatives of opposition parties and NGOs and diplomats accredited in Baku tomorrow. Peter Semneby will hold a press conference on the outcomes of his visit.

Central Election Commission to invite international organizations and separate states to observe presidential electionsCentral Election Commission (CEC) will send invitation to the international organizations and separate states in connection with observation after the election campaign officially starts. Chief of CEC international relations department Rovzat Gasimov told APA that the decision of CEC on announcing the election campaign will be published in media tomorrow. He said the list of the bodies that will be invited to the elections is being prepared and the invitations will be sent not only by CEC, but also by the parliament and Foreign Ministry. The department chief said the invited organizations should send a letter of reply to the Central Election Commission writing whether they will observe the elections or not.
“Only after that the organizations that will observe the elections will be exactly known,” he said.

Ruling Azerbaijani Party to nominate Ilham Aliyev for presidential electionsThe current head of state of Azerbaijan and chairman of New Azerbaijan Party (NAP) Ilham Aliyev will be nominated as a presidential candidate in the fourth conference of the ruling New Azerbaijan Party, the press service of the party said to TrendNews on 31 July.
The conference which will be attended by about 650 representatives of the party will be held on 2 August in the Sport and Concert Complex named after Heydar Aliyev.
The presidential elections in Azerbaijan will be held on 15 October.
Eldar Namazov, head of For Azerbaijan public forum, Igbal Agazade, chairman of Umid party, Hafiz Hajiyev, chairman of Modern Musavat party, Mais Gulaliyev, chairman of Green Party and Gudrat Hasanguliyev, chairman of Popular Front Party of Azerbaijan have been nominated for the presidential elections.

Azerbaijani President issues decree to render financial support to mediaAzerbaijani President Ilham Aliyev has issued a decree to render financial support to Azerbaijani media.
Under the decree, every newspaper and information agency will be granted AZN 5,000. The list includes eight information agencies and 30 newspapers.
The Finance Ministry is trusted to grant the funds.

No international organization appealed to CEC for holding exit poll in presidential elections so farIt is not known yet which organizations will hold exit polls during the presidential elections. Chief of international relations department of Central Election Commission told APA that it is early to speak about exit poll.
“If there are such organizations, they will express their intentions and appeal to the Central Election Commission. We will not appeal to any organization in connection with exit poll. No organization has appealed so far,” he said.
Rovzat Gasimov said the law does not envisage any restrictions for the organizations wishing to hold exit polls.
Association of Civil Society Development in Azerbaijan, which held exit poll in the recent parliamentary elections, has not decided whether to hold such kind of poll in the presidential elections or not. Maherram Zulfugarli, Head of Election Office of Association of Civil Society Development in Azerbaijan told APA that they held exit poll in the previous elections after some international organizations appealed to them.

Azer Amiraslanov: IMF’s report does not mention any crisis or downturn in Azerbaijan in 2012-2013“Financial crisis is not expected in Azerbaijan in 2012-2013, on the contrary these years will be characterized by the reinforcement of the country’s financial supports and increase of paying capacity,” deputy chairman of the parliament’s standing commission on economic policy Azer Amiraslanov said while taking a stance on the forecasts of the International Monetary Fund (IMF) that the next five years will be characterized by the economic crisis in Azerbaijan, APA-Economics reports.
“It is completely groundless to manipulate with the forecasts made by the financial institutions on pessimistic scenario, form incorrect opinion that Azerbaijan’s economy will weaken and this will even cause economic crisis,” he said.
According to the forecasts of IMF, economic growth rate will fall by 1.6 percent in 2011, in 2012-2013 GDP growth is forecasted to fall by 1.7 – 2.6 percent.

Peter Semneby: European Commission will draw up a report on Eastern Partnership initiative “Mission of the European Parliament, representatives of the European Union, Council of Europe and OSCE will come to Azerbaijan to observe the presidential elections in October,” special representative of the European Union for the South Caucasus Peter Semneby, who is visiting Azerbaijan, said, APA reports.

Peter Semneby noted that according to the procedure, these organizations will work together and make statements. The special representative said the work on Eastern Partnership initiative will start in the first quarter of next year.

Azerbaijani Opposition Party appeals to governmentThe Popular Front Party of Azerbaijan (PFPA) has appealed to the government to provide conditions to hold conference of the party. “The local executive bodies top not allow regional organizations of the party hold meetings in order to prepare for the conference. We request respective bodies to adopt measures regarding the attitude of the local executive bodies toward the party,” Hasan Karimov, deputy chairman of PFPA said to TrendNews.
The conference of PFPA to be held in 2008 will focus on the organizational issues and social-political situation in the country.
According to Karimov, the conference of the party is delayed, because the local executive bodies do not provide conditions for the party to hold meetings. “All regional organizations are fully ready to hold meetings. But there are no appropriate conditions.

Several Azerbaijani opposition parties hold discussions on presidential electionsA meeting of 7 to 8 opposition parties of Azerbaijan was held in the headquarters of the oppositional Musavat party of Azerbaijan. “The parties who were once the members of Our Azerbaijan bloc attended the meeting and discussed the situation prior to the elections,” Arif Hajili, head of Central Executive Body of the party said to TrendNews.
Our Azerbaijan bloc was founded in 2003 during presidential elections to support Isa Gambar, the then presidential candidate and chairman of Musavat. The bloc united more than 30 organizations. Later Musavat party quitted the bloc. At present, the bloc unites 8 parties. Bloc plans to support Eldar Namazov, For Azerbaijan public forum in the upcoming elections.

Azerbaijani MP to run for presidencyThe oppositional Umid (Hope) Party of Azerbaijan has nominated its own candidate for the presidential elections. Igbal Agazade, chairman of Umid Party and MP has been nominated for the presidential elections in the special conference of the party on 31 July.
A total of 261 people attended the conference of Umid Party. The nomination of Igbal Agazade was put on vote and was approved unanimously.
Moreover, the members of the party to represent the party in the Central Election Commission have also been appointed. Fuad Gojayev, first deputy chairman of the party, Nasimi Mammadli, chairman of the Executive Administration and Anvar Agazade, deputy chairman on ideological issues have been appointed representatives of the party to CEC an d Rabil Jafarov, deputy chairman of the Supreme Majlis (Assembly) and Baybala Aliyev, member of the Supreme Majlis have been appointed representatives of the party on financial issues.

Azerbaijani Opposition Party Chairman officially nominated for presidential positionThe candidature of the Azerbaijani oppositional Muasir Musavat party’s chairman was officially nominated. The political council of the party officially adopted Hafiz Hajiyev’s candidature for the presidential position, the party told Trend News on 31 July.
The presidential elections will be held in Azerbaijani on 15 October.
Hajiyev was chosen presidential candidate of the party at the congress of Muasir Musavat held on 19 June.
Hajiyev was the chairman of Azerbalig State Concern from 1992 to 1993. Earlier he was a member of the Azerbaijani Popular Front Party and then Musavat party. Hajiyev established Muasir Musavat party in 2000 and the party was officially registered in 2002. Muasir Musavat considers itself as a constructive opposition against the authorities.

First discovered barrow in Azerbaijan A barrow was discovered in the territory of Sarchali village of Khachmaz, north Azerbaijan. It refers to 2000 B.C., to the end of bronze and the beginning of iron century.
A total of three human skeletons were found at north-western side of the barrow. The height of one of skeletons reach 182-190sm and the rest two are child skeletons. Barrow excavations have been held for four days.
This is the first barrow, found in Azerbaijan and the number of discovered human skeletons will possibly increase as a result of excavations, Candidate of History Doyush Musayev, a scientific worker of the Azerbaijani National Sciences Academy’s field resource work department, said.

Purchase of invisible ink to be used in Azerbaijan’s elections negotiatedThe Azerbaijani Central Election Commission (CEC) commenced the talks to purchase invisible ink to be used in the presidential elections. “We are negotiating with well-known foreign companies,” head of CEC International Relations Department Rovzat Gasimov said to Trend News on 31 July.
Presidential elections will be held in Azerbaijani on 15 October. An article envisaging dipping of fingers into invisible ink was injected into the Law during adoption of supplements and changes to the Election Code by Milli Majlis (Azerbaijani Parliament) on 2 June. In accordance with Article 102 of the Election Code, a voter’s finger shall be dipped into ink when he/she receives a ballot on elections day. Ultraviolet lamp is used to determine whether voter’s finger is dipped into ink or not. This method prevents a person from voting two times.

Azerbaijani President approves Conception of State Support to Media DevelopmentPresident Ilham Aliyev has approved the Conception of State Support to Development of Mass Media to secure the freedom of expression and pluralism in the country.
In his decree, the Head of State instructed the Presidential Administration of Azerbaijan to develop and submit proposals on the establishment of Media Development Fund in three months and exercise control over the fulfillment of items of the decree and report back to President regularly.
The Cabinet of Ministers is instructed to solve all issues arising from the decree.

Azerbaijan and Belarus to cooperate in health careBelarus is interested in cooperating with Azerbaijan in the medical sphere, Vladimir Zharko, the health care minister of Belarus said during his meeting with his Azerbaijani counterpart Ogtay Shiraliyev.
Shiraliyev spoke of the work carried out to develop health care in Azerbaijan and added that the domestic doctors are now conducting heart and kidney transplantation operations. For the last three years, the salary of the doctors has been increased by four times. Health Care Minister of Belarus said that the cooperation between Minks and Baku includes the support for the surgical operations on transplantation of heart, kidney, liver and exchange of specialists and students.
