 On 2 August, the supreme council of the Classic Popular Front Party of Azerbaijan (CPFPA) decided not to participate in the presidential elections, Chairman of Party’s Supreme Council Zalimkhan Mammadli said to Trend News on 2 August. “Democratic conditions have not been provided for participation in the elections. At the meeting, majority voted for non-participation,” he said. Presidential elections will take place in Azerbaijan on 15 October. Miralioglu, former Deputy Chairman of Popular Front Party of Azerbaijan (PFPA’s chairman was country’s ex-President Abulfaz Elchibay), chaired PFPA of Classics after PFPA split in 2000. In March 2000, Miralioglu’s party was renamed into CPFPA. In December, 2007, the Supreme Council of CPFPA decided to participate in the presidential elections.

 Mais Gulaliyev, the chairman of the Azerbaijani Greens Party, was officially nominated for the presidency at the initiative of Greens Policy group. Gulaliyev will maximum benefit all forms of propaganda, specified by the legislation, in the pre-elections campaign. “The presidential candidate of the Greens Party will participate in the presidential elections till the end and will not recall his candidature in favor another candidate,” Gulaliyev said. Gulaliyev’s pre-elections platform will include the ways of solution to ecological problems and the Nagorno-Karabakh conflict. “The party developed a document, which describes the ways to solve the Nagorno-Karabakh conflict and during pre-elections campaign, this document will be submitted to the public. The party supports only peaceable resolution of the Nagorno-Karabakh conflict,” he said.

 Open Society Party (ACP) will not join the presidential elections in October, 2008, Yagub Abbasov, Adviser of the Party told APA. To him, it is nonsense to attend the elections in such condition. He added that ACP would hold a meeting next week and pass decision whether it would attend the elections or not.

 “Great Structure Party has made decision not to participate in the forthcoming presidential elections, the party told APA. The decision was made at the sitting of the party held on August 2.

 “I consider the decision of Musavat Party on its absence in the presidential elections will enable the ruling party to participate in the elections without anxiety”, Yeni Musavat editor-in-chief and party member Rauf Arifoglu told APA. Arifoglu stated that he respected the decision of the party but disagreed with it. “I respect the party decision but I keep in my point. Musavat should have attended the elections. Besides its importance by means of party and democratic institutions, this is of great significance for the destiny and future of democracy in Azerbaijan. Majority voted for this option after the party leader has announced the decision which, to my opinion, is to harm the Azerbaijani democracy”, he said. Arifoglu refused to share thoughts on the results of the decision.

 “We will make the last decision on participation in the upcoming presidential elections on August 4. The situation makes us conduct serious discussions”, President of “For Azerbaijan” Public Forum Eldar Namazov told APA.

 Karabakh Liberty Organization made a statement on Deputy Assistant Secretary of State, OSCE MG Co-Chair Matthew Bryza’s report on the solution to the Nagorno Karabakh conflict. KLO Press Service told APA. “Matthew Bryza stated that liberation of regions around Nagorno Karabakh, deployment of peacekeeping forces in the region, voting on the status of Nagorno Karabakh had been discussed during the negotiations. KLO stated many times that this plan and discussions directed to give Nagorno Karabakh to Armenia forever.

 Food price fell 0.5 percent in June compared to that of in May, said Arif Veliyev, Chief of State Statistics Committee. He stated that the price rise was also observed in service and nonfood products. “In general, we see 20.2 percent rise in the fist half of the year”, he noted.

 Inflation is expected to make 23 percent in Azerbaijan at the turn of the year, said Arif Veliyev, Chief of State Statistics Committee. “I think inflation is likely to end up at 22-23 percent this year”, he said. Inflation made 16.7 percent last year in the country. The Government shifted its initial inflation prediction to 18 percent from 12-13 percent while IMF outlook says inflation rate will not be below 20 percent.

 The candidature of Ilham Aliyev, the current head of the state, was officially nominated for the presidency in Azerbaijan at the fourth congress of the ruling New Azerbaijan Party (NAP) on 2 August. "Should I am elected, I will defend national interests of Azerbaijan and work to strengthen the statehood," Ilham Aliyev The presidential elections will be held in Azerbaijan on 15 October. The Central Elections Commission (CEC) officially launched the elections campaign. So far, Ana Vatan and the Social Prosperity Party have nominated President Aliyev. Moreover, the Azerbaijani Trade Unions Confederation and the Azerbaijani Red Crescent Society nominated Ilham Aliyev at their congresses.

 A meeting of Supreme Council of the Azerbaijan Democratic Party (ADP) on 2 August decided not to participate in any form in the presidential elections to take place in the country on 15 October, Deputy Chairman of the ADP Taliat Aliyev said to Trend News. Aliyev said the decision was caused by recent amendments in country’s Election Code, as well as by inactivity of voters at elections. Right-wing ADP was founded by Sardar Jalaloglu in1991. By January 2007 the party was sticking to an oppositional position towards the authorities.

 The Election Headquarters of the Association for Civil Society Development in Azerbaijan (ACSDA) held training for the representatives of regional offices. The leader of the training Maharram Zulfugarli informed the regional representatives of the last changes to the Election Code, proposals by Venice Commission, and the organizational works related to the monitoring of the elections. He familiarized the participants with the instructions related to the presidential elections. The regional members were also given instructions related to the preparation for seminars planned in 12 regions for the observers. The attendees were also informed of “Monitoring of Presidential Elections – 2008, Memory Book”, prepared by ACSDA EH.
