 Azerbaijani human rights activists Chingiz Qanizade, Saida Gojamanly and Saadat Bananyarli held a meeting with Wendy Silmenvan, representative of the US Department of States, said human rights activist Chingiz Ganizade. He said during the meeting the sides exchanged views on three questions: the Georgian-Russian relations, election situation in Azerbaijan, situation in the country following presidential elections.

 The session of the Congress of Azerbaijanis in Ukraine CAU was held in Kiev, the press service for the State Committee for work with Azerbaijanis, residing abroad told APA. The session participants discussed the upcoming presidential elections of October 15. The attendees, including representatives of the organizations from 26 regions of Ukraine, decided to support Ilham Aliyev's candidacy for presidency. The due statement fixes that the citizens of Azerbaijan, living, working and studying in Ukraine will vote for President Ilham Aliyev on October 15.

 Great Nation Party (BMP) merged with Democratic Azerbaijan World Party (DADP). Supreme bodies of both parties passed decision about the unification and the document was approved by the deal, DADP Chairman Mammad Alizadeh told APA. He said BMP chairman Samir Adigozalli would be appointed a vice-chairman of DADP. “An order about the Adigozalli’s appointment is ready. Other BMP members will apply for DADP membership”. He said there wouldn’t be any problem in this process.

 The US dollar is expected to go on depreciation trend on the global market, including in Azerbaijan on concern a U.S. proposal to buy $700 billion of troubled assets from banks will widen the country’s budget deficit. Treasury Secretary Henry Paulson’s plan, sent to Congress Sept. 20, would mark an unprecedented government intrusion into markets and increase the nation’s debt ceiling by 6.6 percent to $11.315 trillion. Officials may also provide $400 billion of guarantees for money-market funds.

 The actual voting for President starts this week, and a record number of Americans are expected to pull the lever long before Nov. 4, APA reports quoting Time Magazine. In all, 36 of the 50 states will allow early voting this year. Nationwide, 15% of the electorate cast early ballots in the 2000 presidential election. By 2004, 20% did so, and in the 2006 congressional elections, nearly one-quarter of all votes came from early voters.

 A presentation of the project of Independent Public Tribunal for Khojali took place in Baku. The project aims to organize trial on the organizers and executors of Khojali tragedy and to shoot documentary on the results of tribunal. Armenian president Serzh Sargsyan, former presidents Levon Ter-Petrosyan and Robert Kocahryan, former leader of Nagorno Karabakh separatists Arkadiy Gukasyan and others are among the charged persons. The project will be carried out with the assistance of NGO Government Support Council under the President of Azerbaijan.

 Economic Research Center held a meeting with Chairman of United Azerbaijan Popular Front Party, presidential candidate Gudrat Hasanguliyev within the framework of the project “Health in the Millennium Development Goals” supported by Oxfam International Organization and the Global Call to Action against Poverty. The coalition told APA that the representatives of the coalition briefed the presidential candidate about Millennium Development Goals, its implementation in Azerbaijan, infant and maternal mortality rates, models used in the world to remove this problem.

 Azerbaijan will invest in Nagorno-Karabakh as its territory, Elnur Aslanov, head of Political Analysis and Dataware Department of Presidential Administration said to TrendNews. In his interview his foreign journalists, Armenian president Serj Sarkisyan commented on Azerbaijan’s investing in Nagorno-Karabakh in exchange for willingness of Armenian’s in Karabakh to live in composition of Azerbaijan’s territory. “I suggested Azerbaijani President Ilham Aliyev to invest in Nagorno-Karabakh in order to demonstrate interest of Azerbaijanis in the well being of Karabakh and its safe life. Armenians in Karabakh may wish to live in the composition of Azerbaijan’s territory after that,” Sarkisyan said, BBC reported.

 European Movement International has commenced monitoring over pre-election situation in Azerbaijan, a source in the office of the organization in Baku said. During the monitoring, besides presidential candidates, representatives of the Movement will meet with the leaders of opposition parties boycotting elections, representatives of media, international organizations, embassies in Azerbaijan and representatives of Central Election Committee.

 Azerbaijan’s five opposition political organizations, boycotting the presidential elections, will observe them. “Political organizations, which signed a joint statement to boycott the elections, intend to observe the elections not at all but at several voting stations,” head of Musavat party’s executive body Arif Hajili said to Trend News on 23 September. Registration of observers at the Central Election Commission will complete 10 days before the elections. According to Hajili, not the parties will observe the elections but their representatives.

 Foreign Minister of Afghanistan Rangin Dadfar Spanta will pay an official visit to Azerbaijan, Azerbaijani Embassy in Pakistan told APA. The date of the visit has not been yet determined. The visit aims to strengthen bilateral relations between the two countries.

 Daily assessment system in the secondary schools of Azerbaijan will be canceled, Misir Mardanov, minister of education of Azerbaijan said. The daily assessment system does not contribute to student's attainment of the academic standards. The shift to new assessment system is expected to take place in 2009/2010 academic year. New system of assessment, in other words, testing or individual quiz, will be introduced,¿ minister said.

 International conference on the theme “Azerbaijan and European Union: new directions and strategic cooperation” organized by Strategic Research Center under Azerbaijan’s President and German Council for Foreign Relations (DGAP) has today begun in Berlin. Strategic Research Center told APA that government officials of Azerbaijan and Germany and outstanding political experts of Germany had been invited to the conference. Reports will be made and broad discussions will be organized in the conference. Hans Dieter Lukas, German Foreign Ministry’s special envoy for Eastern Europe, South Caucasus and Central Asia, members of Bundestag Eduard Lintner, Shtefan Reihe and local political scientists represent Germany.

 The upcoming presidential elections and internal political situation in Azerbaijan will be discussed in Moscow. Fund of Unified Russia and Strategy of Russia magazine will hold a round table on Azerbaijan 2008 – presidential elections and internal political strategy, a source in the Center for Strategic Studies under Presidential Administration of Azerbaijan said to TrendNews. Elkhan Nuriyev, head of Center for Strategic Studies will represent Azerbaijan in the round table. Over 50 Russian experts and representative of diplomatic representations have been invited to the meeting.

 Education employees in Azerbaijan will vote for the presidential candidate of the governing party. “Educational specialists will vote for the candidate of the governing party, current President Ilham Aliyev, at the upcoming presidential elections,” Minister of Education Misir Mardanov said at the 13th convention of teachers on 22 September. There are 175,220 employees engaged in education in Azerbaijan.

 Azerbaijani and Turkish FMs Elmar Mammadyarov and Ali Babajan met in New York on 21 September. The informal meeting took place within the 63rd session of the UN General Assembly, Turkey¿s CIHAN news agency said. The Ministers exchanged their views on bilateral issues and discussed the situation in the region, as well as settling of the Armenia-Azerbaijan conflict. Azerbaijani and Armenian FMs are expected to meet with participation of their Turkish counterpart in New York on 25 and 26 September, CNN Turk said.
