CEC holds trainings for election sub-commissions membersThe Central Election Commission has commenced trainings for members of election sub-commission, CEC press service told the APA. The trainings will be held in all constituencies in the country. The sub-commission members will be explained how to function during voting day. About 30 thousand members will be participated in the trainings. The program is realized by the training group of CEC. Meanwhile, the trainings will last till late September.

Elmar Mammadyarov meets Foreign Ministers of Croatia, Luxembourg, Georgia and UkraineAzerbaijani Foreign Minister Elmar Mammadyarov visiting New-York to participate in the 63rd session of UN General Assembly has met with his Croatian counterpart Gordon Jandarkovic, Khazar Ibrahim, Spokesman for Azerbaijani Foreign Ministry told APA.
The meeting debated bilateral, international and regional issues. Minister Elmar Mammadyarov stated that regional conflicts were not frozen conflicts and stressed that these conflicts created threat against security of the region and Azerbaijan-Armenia conflict had to be solved within the framework of Azerbaijan’s territorial integrity.

Azerbaijani party chairman calls on his electors not to participate in presidential electionsThe Co-chair of the Green Party of Azerbaijan, Mayis Gulaliyev, whose presidential candidatures was not registered, calls upon his electors not to participate in the elections.
“If my complaint regarding the decision of the Central Election Commission (CEC) not to register my candidature is not satisfied by 15 October, I will call upon the electors of the party not to participate in the elections,” Gulaliyev told TrendNews on 23 September.
Party collected and submitted more than 44,000 signatures to the CEC for registration of its candidate. Considering invalid the signatures, the CEC did not register Gulaliyev’s candidature.

Ganja has rapidly developed over the past few, Nikolay Paskevich, the Belarusian Ambassador to Azerbaijan, said at the meeting. ¿We are glad that the Belarusian automobile plant cooperates with the Ganja automobile plant,¿ the Ambassador said.
The meeting, where ambassadors of Turkey, Belarus, and Russia to Azerbaijan joined, began in front of the City Administration building and the anniversary event went on in front of the Ganja Gates after participants of the meeting visited Heydar Aliyev¿s monument and Javadkhan tomb.

Azerbaijani CEC prints ballotsThe Azerbaijani Central Elections Commission (CEC) begins to print ballot papers for the upcoming presidential elections to be held on 15 October, Mazahir Panahov, the CEC chairman said on 23 September.
Ballot papers will be printed at the publishing house of the Azerbaijani Parliament under supervision of five members and the CEC employees.
Media representatives can also participate in printing ballots, Panahov said. A total of 4,903,600 ballots will be printed within ten days.

The MOU will be signed on 25 September during a two-day visit of Czech Deputy Minister for Environmental Protection Zhana Dusukina to Azerbaijan, Ministry of Natural Resources and Ecology of Azerbaijan said to TrendNews.
Ministry of Natural Resources and Ecology of Azerbaijan have signed an agreement on cooperation in environmental protection with Georgia, Turkey, Iran, Moldova and Ukraine.

Two Azerbaijani political parties uniteTwo political parties of Azerbaijan- the pro-governmental World of Democratic Azerbaijan Party and the opposition Great Nation Party have united.
“The parties agreed to function jointly, because there are not differences between ideological and political views of parties,” Samir Adigozelli, the chairman of the Great Nation Party, said at a news conference held in the International Media Centre of Trend News Company on 23 September.
Both parties decided to support candidature of the chairman of the ruling NAP and current President Ilham Aliyev in the presidential elections to be held on 15 October.

Ramadan celebrations to last four days in AzerbaijanHoliday of Ramadan will last four days in Azerbaijan. Cabinet of Ministers have passed a decision on Change in Sequence of Working and Non-Working Days.
According to item 7 of 105 Article of Labor Code of Azerbaijan, in order to provide sequence of working and non-working days, 27 September, non-working day is shifted to 29 September, Monday. So, 28 September to 2 October will be holiday days, a source in the government said.

Local administrative agencies hinder election campaign: Presidential CandidateIgbal Agazade, chairman of opposition Umid (Hope) Party of Azerbaijan running for presidency says some local administrative agencies hinder conduct of election campaign.
“Some local administrative agencies hinder our election campaign,” Agazade said to TrendNews.
Agazade said he is pleased with the work of regional organizations of the party and activists dealing with election campaign. “The election campaign has just started. I think we will achieve better results,” he said.
As posters are placed on sites determined by the Central Election Commission, they are not torn, he said.
Umid Party is not going to stage mass demonstrations during election campaign, he said.

CEC and Azerbaijani government make all efforts for open monitoring of presidential elections: CIS MissionCIS (Commonwealth of Independent States) observation mission on presidential elections in Azerbaijan is pleased with the activities of the Central Election Commission (CEC) and Azerbaijani government regarding open monitoring of the elections. “All conditions have been provided in polling stations. We have been provided with all conditions to observe elections, there are no any obstacles,” Oleg Kuleba, deputy head of CIS observation mission headquarters said in a news conference in Baku.
All conditions have been created for election campaign of the candidates, mission said.
Last week, representatives of Observation Mission of CIS got familiar with the preparations for presidential elections, election campaign in northern and southern regions of Azerbaijan.

Hans Freudenberg, Economy Minister of Baden Württemberg, led a delegation to Azerbaijan to attend the forum.
At the outset, German Ambassador to Azerbaijan Per Stankina said the business forum has two goals, to gather detailed information about Azerbaijan and forge business relations between Azerbaijan and Baden Württemberg.
According to him, Azerbaijan has been the fastest growing economy in the world for two years running.

Azerbaijan passes 2009 draft budget Azerbaijan’s Cabinet has today approved the 2009 state draft budget with participation of Prime Minister Artur Rasizade, Minister of Economic Development Heydar Babayev, Minister of Finance Samir Sharifov and other government officials.
Artur Rasizade said there is a remarkable growth in the 2009 budget blueprint.
According to him, social spending is projected to rise by 24-25% next year.
Under the predictions, GDP is predicted to reach AZN 43.6 billion and average salary AZN 353.3 next year.
Revenues are projected to rise 16.1% to AZN 12.177 billion (27.9% of GDP) and expenditures are expected to increase 11.7% to AZN 12.355 billion (28.3% of GDP).

Azerbaijan to award a contract for waste processing plant in BakuThe agreement on construction of a household waste processing plant in Baku will be signed at the end of September, said Mikayil Jabbarov, Deputy Minister of Economic Development.
“Documentation is about to be completed. The agreement with France CNIM company will be signed in a few days,” he noted.
The plant is to be located in Balakhani Landfill Site where there is about one million tons of household waste. The plant’s annual processing capacity is slated to be 500,000 tons at the first stage.

Transparency International Azerbaijan not agree with country's low rating in Corruption Perceptions Index The National department of Transparency International in Azerbaijan is concerned with the country's low rating in the Corruption Perceptions Index for the last two years, APA reports. It should be noted that this index made 2.1 in 2007 and 1.9 in 2008. The due statement is contained in the announcement of the national division on the report of Transparency International, released Tuesday.
According to the announcement, Azerbaijan has demonstrated a stable growth of its rating from 1.8 points in 2003 to its top of 2.4 points in 2006 which was connected with a number of measures, taken by the government and the civil society.
