 In order to increase the responsibility for administrative violations of the regulations of governance in the sphere of State border guarding, the President of Azerbaijan signed an order making effective the Law on Amendments and Additions to the Code of Administrative Violations starting from 2 October.

 Russia only now began to really use its opportunities to regulate the Nagorno-Karabakh conflict, taking more neutral position than earlier. “The possibilities of Russia are limited, but even Moscow did not use generally or used badly these limited possibilities,” said Russian political scientist Victor Pribylovskiy.  Shekikhanovs’ House, which is the unique and historical monument of Azerbaijani architecture of 18th century, was returned to the balance of the Azerbaijani Ministry of Culture and Tourism at the court’s verdict. The House is located in 360km of Baku. Shekikhanovs’ House was sold twice illegally within various years and is in an awful state at present, Aydin Mammadov, manager of the Shaki City culture department, told TrendNews.

 Opposition in the country is not a political force, a member of the Azerbaijani Musavat Party Majlis (Assembly) said. “Regardless of unification form of political movements considering themselves as opposition, their force is equal to zero,” Hikmet Hajizade, a political scientist and member of the opposition Musavat Party Majlis, told Trend News on 29 October. Although negotiations have begun to unify opposition in larger coalition after the elections, establishment of the similar unification was a failure by force of mutual accusations.

 Nagorno-Karabakh conflict is not frozen any more, it has been “defrosted”, Ahmad Davudoglu, senior adviser to the Turkish Prime Minister for foreign policy said, Timeturk news agency reported. Davudoglu, who addressed one of the conferences held in US, said at the moment courage and creative approach are needed to resolve Nagorno-Karabakh conflict.

 Presidents of Azerbaijan and Armenia will hold a meeting on the solution of the Nagorno-Karabakh conflict in Moscow on 2 November with the participation of Russian President Dmitriy Medvedev, the Kremlin said on 29 October. "In accordance with the agreement achieved among the sides, a meeting between the Presidents of Azerbaijan and Armenia, Ilham Aliyev and Serzh Sarkisyan, with the participation of Russian President Dmitriy Medvedev, on the solution of the [Armenian–Azerbaijani] Nagorno-Karabakh conflict will be held in Moscow on 2 November 2008, Interfax reports.

 Baku Music Academy expressed its opinion on the release of the disc of Azerbaijani songs as Armenian songs in New York. Head of legal department of Copyright Agency Khudayat Hasanli told APA it was confirmed that the disc produced by “Traditional Grossroad” company contained over ten Azeri folk and composers’ songs, and Azerbaijani instruments were used while performing them.

Azerbaijan Turkey Business Association (ATIB) said this is the first regional meeting of the World Economic Forum since the beginning of the global financial crisis, which is now impacting real economies around the globe.

 Armenia is planning to allocate $100 000 loan to the separatist Nagorno-Karabakh regime in 2009. Armenian minister of finance Tigran Davatyan told Armenian journalists that 33.1 billion dram of 34.5 billion -dram budget loans would be sent to Nagorno-Karabakh, APA reports.

 Azerbaijan plans to orbit its national communications satellite in late 2010 or early 2011, said Iltimas Mamedov, Deputy Minister of Communications and Information Technology. He added that negotiations on the orbital location of the satellite are under way. “Besides, we are negotiating with other countries on the temporary lease of their free orbital locations,” he added. According to him, launching a satellite is an expensive project.

The Ministry of Ecology and Natural Resources said the area was subjected to environmental terror.  The real effective exchange rate (REER) of the manat (national currency) climbed 15.1% during January-September, an eight-year high since 2000, said the National Bank of Azerbaijan. The REER is the weighted average of the country’s currency relative to currencies of major trading partners, and it is calculated by taking into account the country’s share in a given nation’s foreign trade.

 The rapid appreciation of the US dollar against major world currencies has no economic basis and is temporary, said Ria Novosti quoting Kenneth Rogoff, the Harvard Professor and former IMF Chief Economist, as saying. "Dollar rallying on the deteriorating U.S. economy is an incredible phenomenon. It can be explained only by the fact that investors are more scared of what is happening in Europe than happenings in the U.S.", he added.

 The Press Council of Azerbaijan appealed the President of Azerbaijan with a request to pardon jailed journalists. “The jailed journalists served part of their sentence. They have children, family, old parents, who suffer it. Taking into consideration this situation, the Council asks the President to help free them,” Council’s appeal says.
