 The President of Azerbaijan, Ilham Aliyev, issued a decree approving new composition of the Country’s Government, which was dissolved in connection with the re-election of Head of State. The Presidential elections in Azerbaijan took place on 15 October. The President was elected the candidate from the ruling New Azerbaijan Party, Ilham Aliyev. On 28 October, according to the presentation of the State Head, the Parliament of the Country confirmed Artur Rasizade to the post of Prime Minister of Azerbaijan.

 The Russian Government does not want an agreement between Armenia and Azerbaijan, said Paul A. Goble, Director of Research and Publications at Azerbaijani Diplomatic Academy while giving an interview to Voice of America radio channel, APA reports quoting Panarmenian. He suggests that President Dmitri Medvedev may have invited the presidents of Armenia and Azerbaijan to come to Moscow on Sunday for negotiations on the Nagorno-Karabakh conflict partly as a way of demonstrating Russia’s preeminent position vis-a-vis the other Minsk Group countries.

 Azerbaijanis living in Georgia face serious problems in receiving education in their native language every year. “The number of books, which the Azerbaijani Education Ministry delivers to Azerbaijani schools in Georgia, was cut sharply. Previously, the Ministry delivered 80,000 copies, but the number was cut to 22,000 this year. One book accounts for two schoolchildren,” Ramiz Mammadov, head of Korpu, the Azerbaijani-Georgian Friendship and Cultural Relations Community said at the press-conference in Baku. The Azerbaijani education Ministry has been delivering books to Azerbaijani schools in Georgia since 1994. The books, which have been published due to public funds, are circulated free of charge.

 The Ministry of Labor and Social Protection of Azerbaijan will begin construction of social rehabilitation centers for ex-prisoners. Ilgar Rahimov, Deputy Minister of Labor and Social Protection, said the aim is to assist in the integration of former prisoners into society, employment and addressing their social and housing problems.

 Hewlett Packard (HP) has opened a training center in Baku with support from Junior Achievement Azerbaijan. HP Officer in Azerbaijan Rufat Hajialibayov said the training center will help young un- or underemployed people and graduates (16-25 years) acquire the business and IT skills to enter professional life, in many cases launching their own businesses.

 A new footbridge will be opened in Baku in November, said Punhan Mursaliyev, Press secretary of Azeryolservis. He added that construction materials were imported from Turkey and escalator from China. The 26-meter long bridge is being constructed by INTEM Baku Inshaat.

 Azerbaijani-Turkish-American Foundation (ATAF) has been established with support from Ahmet Erentok, chairman of Azerbaijan Turkey Business Association (ATIB). ATIB’s International Projects Advisor Louette Ragusa was appointed as Chief Executive Officer of ATAF that is based in Washington. ATAF’s main objective is to coordinate lobbying activities of Azerbaijani and Turkish companies in the U.S., and provide them with legal and consulting services in market penetration.

 The negotiations on the Nagorno-Karabakh conflict will be held in 3+3 format. The meeting of the Azerbaijani, Armenian and Russian Presidents to take place in Moscow on 2 November will involve the co-chairs of the OSCE Minsk Group from Russia, France and the United States, U.S. co-chair Matthew Bryza said to Trend News from Istanbul in a telephone conversation on 31 October. The co-chairs will arrive in Moscow at the invitation of Russian President Dmitry Medvedev, who initiated the meeting of the Azerbaijani and Armenian leaders.

 The Council of Europe recommends Azerbaijan to define priorities of the democratic system before choosing the election system of the country. “The country should first of all define which criteria the democratic system will meet, and then try to make the system to satisfy electorates’ will completely,” Sergey Kuznetsov, the Venice Commission representative, told Trend News via telephone on 31 October. “Comparing of these two systems is like a compare between a house and apartment. Somebody likes house, but in any case, the availability of any of them is good,” Kuznetsov said.

 Sirus Hasanli, the Azerbaijani chess player, won a gold medal in the International tournament in Italy. Azerbaijani chess player performed successful amongst 18 aged players. Hasanli was granted a diploma and money prize. The festival was attended by about hundred of chess players from 20 countries.

 Milli Majlis heard the report of the National Coordinator on Combating Human Trafficking in Azerbaijan on Friday. Deputy Interior Minister and National Coordinator on Combating Human Trafficking in Azerbaijan Vilayat Eyvazov informed the parliament that 342 crimes related to human trafficking have been recorded in Azerbaijan this year. This is 119 facts more compared with 2007. “68 of them were committed under the article on human trafficking of the Criminal Code. 315 perpetrators were held accountable for their actions”.

 Russia plans to open cultural centres in Azerbaijan, Armenia and Moldova to the end of this year, Sergey Lavrov, the Russian Foreign Minister, said. "New centres are planned to open in Azerbaijan, Armenia and Moldova in 2008,” Lavrov said at the World Compatriots Conference in Moscow, RIA Novosti reported.

 The Council of Europe intends to expand the program on intercultural and interreligious dialogue with Azerbaijan. CE Secretary General Terry Davis plans to visit Baku in early December to participate in the conference dedicated to intercultural issues. The opportunities to expand the cooperation will be discussed at the conference, CE Secretariat said to Trend News by phone on 31 October. Davis will negotiate with the Azerbaijani authorities the democratic processes and the settling of the Nagorno-Karabakh conflict.
