 Serious discontent occurred within the Opposition Cooperation Centre, which was established on the threshold of the presidential elections in Azerbaijan. “The existence of serious discontent between the head of the Public Forum For the Name of Azerbaijan Eldar Namazov and Musavat party, as well as between the Popular Front Party of Azerbaijan (PFPA) and Musavat cannot be denied,” Sardar Jalaloglu, the Chairman of the opposition Democratic Party of Azerbaijan (ADP), said to Trend News on 7 November.

 The ruling New Azerbaijan Party (NAP) supports restoring of proportional election system. “It is important to restore proportional election system and to hold the parliamentary elections under mixed system alongside with majority system,” MP Siyavush Novruzov, the deputy executive secretary of the NAP, told TrendNews on 7 November. Both proportional (list of party) and majority (single mandate) election systems were used during the parliamentary elections in Azerbaijan by 2002.

 On November 6 inauguration ceremony of street named after Heydar Aliyev took place in Batikend block of Ankara.  Ankara denies the reports that the leaders of Azerbaijan, Armenia and Turkey may meet in Istanbul. Turkish President’s chief advisor Ahmet Sever disproved the reports disseminated by the Turkish media that the Presidents of Azerbaijan, Armenia and Turkey may meet in Istanbul in near future.

 On 7 November, Azerbaijani President Ilham Aliyev received General Ilker Basbug, Chief of the Turkish General Staff, and his accompanying delegation. President said that the friendly and fraternal relations between Azerbaijan and Turkey cover all fields, including the successful joint work in the military sphere.  Azerbaijani National NGO Forum plans to hold a Karabakh Forum. The decision was made at the meeting of the National NGO Forum’s administration on 7 November. The views of the public must be revealed to conduct the Karabakh Forum, Head of the National NGO Forum Rauf Zeyni said. “An organizing committee of a special format must be established to conduct the forum.”

 25 people were killed as a result of ceasefire violation on the front line over the past year, said Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk at a joint briefing with the Minsk Group co-chairs in Vienna, APA reports.

 Azerbaijani gas will completely meet the needs of Georgian population and thermal power stations, Georgia’s Energy Minister Alexander Khetaguri told journalists, APA reports. Georgia will also use for its industrial needs the Russian gas as a transit payment for transportation of the natural gas from Russia to Armenia. The Minister said electricity and gas prices would not be changed for population.

 Garabagh Coordination Council held press conference on the Declaration signed by the presidents of Azerbaijan, Armenia and Russia in Moscow. According to APA, Akif Naghi, the coordinator of the Council and chairman of Garabagh Liberation Organization stated that the Declaration showed that the processes regarding Garabagh problem was proceeding not in favor of Azerbaijan.

 “If our points of intersection coincide, we consider that agreement on the basic principles and then main peace treaty will be signed”, said Armenian president Serzh Sargsyan at the joint press conference with the President of the European Commission Jose Manuel Barroso in Brussels, APA reports. He reminded that they agreed with President of Azerbaijan Ilham Aliyev at the Moscow meeting that foreign ministers should develop negotiations on the basis of Madrid proposals. Sargsyan said there would be a need in public discussions in this period.

 Standing commissions of Azerbaijan’s parliament Milli Majlis have today met to discuss the 2009 state draft budget bill, subsistence minimum bill, the proposed extension of tax relief for farmers and other related packages. Samir Sharifov, Minister of Finance, briefed the participants about the budget blueprint, saying the country’s foreign exchange reserves grew by 2.4 times over the pat period of this year to $18 billion.

 Azerbaijan’s 2009 State Budget envisages AZN 14 million for social mortgage financing next year, said the Cabinet of Ministers. These funds will be used to finance social mortgage through the Azerbaijani Mortgage Fund to improve the housing of young families.

 On November 7, the Azerbaijanis living in Stockholm held protest action on the initiative of Swedish-Azerbaijani Society against the visit of Armenian Foreign Minister Edward Nalbandyan to the country. Armenia was demanded to stop aggressive policy against Azerbaijan at the protest action held in front of the Ministry of Foreign Affairs of Sweden and Parliament, APA reports quoting the chairman of the Society Nasir Mahammadi. Picket participants demanded from Armenia to leave Upper Garabagh and 7 occupied regions.
