 “We should double our efforts for the solution to the frozen conflicts. We are pleased with the recent steps taken by President Aliyev and Sarkisian concerning Nagorno-Karabakh,” US Under Secretary of State William Burns said at the meeting of OSCE Ministerial Council, APA’s special correspondent in Helsinki reports. He said that the settlement of the conflict should continue within the framework of OSCE Minsk Group.

 Azerbaijani Prime Minister Artur Rasizade and Georgian Grigol Mgaloblishvili inked a joint protocol after the meeting of Georgia-Azerbaijan intergovernmental commission on 4 Dec. Azerbaijani and Georgian PMs said an agreement on a wide range of issues was achieved during the meeting. “That is a very important decision, because on the basis of this protocol we will plan our further actions”, Rasizade said, stressing that there were no differences. Azerbaijani PM invited his Georgian counterpart to Baku.

 The development and integration of GUAM member-countries is still hampered by unsolved problems, including the unsettled conflicts on the territories of Azerbaijan, Georgia and Moldova. Valery Chechelashvili, GUAM Secretary general, stated it in his report spread at the OSCE ministerial meeting on 4 December, Mediamax correspondent reported from Helsinki.

 Turkey continues realization of the project on construction section of Baku-Tbilisi-Kars railway in its territory, Transport and Communications Minister of Turkey Bineli Yildirim said in Baku on 4 Dec. There are no problems in the construction process, Yildirim said. At the moment Turkey realizes Marmara project which includes construction of a submarine tunnel under Bosporus strait which will enable to establish railway communication between Turkey and European countries through this route.

 Germany’s Konrad Adenauer Foundation will organize roundtable on the settlement of Nagorno-Karabakh conflict in Berlin on December 9. Elkhan Nuriyev, head of the Strategic Researches Center (SRC) under the President will make report on the ‘Models of solution to the Nagorno-Karabakh conflict” at the roundtable, the SRC officials told APA.

 “2008 was successful from the viewpoint of Nagorno-Karabakh conflict solution. I am frequently using phrase of “golden opportunity” and after the last meeting I guess that elaboration of basic principles will be completed by the next spring and work on peace agreement will start”, OSCE PA President’s Special Representative on the South Caucasus and Nagorno-Karabakh conflict Goran Lennmarker told APA correspondent in Helsinki.

 “This meeting is being held in the symbolic place where the organization was founded. We should once more confirm our devotion to the principles of the Helsinki Final Act, recognize the principle of territorial integrity and sovereignty of states against the background of the recent happenings,” Azerbaijani Foreign Minister Elmar Mammadyarov said at the meeting of OSCE Ministerial Council, APA’s special correspondent reports from Helsinki. The minister said OSCE had special role in connection with the conflicts.
