 “I will propose to appoint special OSCE representative to investigate issue on Russia’s arm shipment to Armenia. Though Russia refutes unambiguously, we have facts,” Azay Guliev, member of Azerbaijani delegation to OSCE Parliamentary Assembly told APA. Guliev publicized that he would lay the issue on the tapis in OSCE PA on February 17-21 in Vienna. To him, an investigation of the issue by OSCE is of great importance.

 “Belarus supports the solution to Nagorno-Karabakh conflict within the territorial integrity of Azerbaijan”, said Belarusian ambassador to Azerbaijan Nikolay Patskevich, APA reports. The ambassador said Belarus advocated for peaceful solution to the conflict and Minsk recognized the territorial integrity of Azerbaijan. “This issue cannot be a subject of discussions”.

 The press group established at the Central Election Commission with regard to the referendum to be held on March 18 will restore its activity. The composition of the group hasnot been changed and the group will continue its activity with the stuff formed at the presidential elections of 2008, APA reports quoting CEC press service chief Azer Sariyev. The group will mainly carry out control on the fulfillment of the requirements of the law in the period of propaganda campaign of the referendum by the parties conducting the campaign and will consider the complaints addressed to the organization in this stage.

 Azerbaijan Defense Ministry and Ministry of Defense Industry will attend IDEX 2009 International Defense Exhibition and Conference in Abu Dhabi, UAE on February 22-26, IDEX organizing committee told APA. IDEX 2009, the largest defense exhibition in the Middle East, will be organized at the Abu Dhabi National exhibitions Company (ADNEC). Military organizations of 40 countries and visitors from 70 countries are expected to attend the exhibition. Ground military land vehicles, ammunition and military techniques, communication means, navy systems and etc, will be exhibited in Abu Dhabi.

 Presentation ceremony of the book “10 years in creation of civil society” dedicated to 10-year activity anniversary of the National NGO Forum in Azerbaijan was held on Feb 4. According to APA, speaking at the ceremony, the president of the National NGO Forum Rauf Zeyni stated that a lot of work has been done for the development of the civil society in the country since the establishment of the organization. According to him, publication of the book regarding 10th anniversary of the establishment of the National NGO Forum is of grat importance.

 The European Lyceum in Azerbaijan has been supplied with special equipment for efficient application of ICT means in the educational system. The equipment has been presented to the European Lyceum within the framework of the State Program on the informatization of the educational system in Azerbaijan (2208-2012), “APA-Economics” reports referring to ICT Centre. The presented equipment set includes notebook, projector, and an electronic board. The electronic board which extends the use of modern technologies in education enables to organize the teaching process on a completely new level.

 Azerbaijan’s Tariff Council, the state price regulator, has refuted media reports on the reconsideration of fuel prices in the country. The Tariff Council told APA-Economics that it has received no request from relevant government bodies seeking revision of fuel prices. “The issue is not on the agenda of the Tariff Council,” said the statement. Under the January 8, 2007 decision, the retail price of AI-92 gasoline was set at 60 gapicks, AI-80 at 55 gapicks, diesel and furnace fuel and kerosene at 45 gapicks.

 Businesspeople from Azerbaijan and Belarus reached several agreements on cooperation after a bilateral meeting that took place in Baku on February 3, said the Ambassador of Belarus to Azerbaijan Nikolai Pazkevich. According to him, his country attaches great importance to the development of economic cooperation and relations in other areas with Azerbaijan. He added that the Belarus-Azerbaijan intergovernmental Commission on Economic Cooperation is scheduled to meet in Minsk in two month.

 Tianhua Luo, an Energy Specialist with ADB’s Central and West Asia Department, is due to lead a mission to Azerbaijan for the next round of talks on the Power Transmission Enhancement Project from February 25-27. The delegation also includes Ms. Anicia Rullan, the ADB Assistant Project Analyst. The ADB Office said the delegation will have meetings at several government agencies on the launch of the project. The Board of Directors of the Asian Development Bank approved a $160 million loan for the Power Transmission Enhancement Project in Azerbaijan.

 The Central Election Commission (CEC) started registration of observers willing to observe the referendum to be held on March 18. 163 persons have already applied to the CEC regarding observation, APA reports quoting Irada Hajiyeva, head of the Law department of the body. She said that 8 of the 163 persons represent NGOs and the others want to observe the process independently. The observers registered by the CEC have the right to observe the process at any election constituency.

 “European Union’s Eastern Partnership Initiative was proposed to establish new cooperation with several CIS countries, deepen cooperation and make it more productive. Unfortunately, our relations with European Union are not at desirable level. There is not an equal partnership, balance,” Chief of the International Relations Department of the President’s Office Novruz Mammadov told APA. He noted that they did not see concrete measures and cooperation at proper level within the framework of European Neighborhood Policy.

 The Foreign Minister of Azerbaijan, Elmar Mammadyarov, received the Deputy Foreign Minister of Poland, Andrezej Cramer, the press service of the Foreign Ministry of Azerbaijan told TrendNews. The last variant includes additions and changes suggested by scientists and corresponding organizations at the meeting of the World Azerbaijanis Coordination Council on Dec. 18, 2008, the State Committee dealing with diaspora said on Feb. 4.

 Azerbaijan and Armenia still have different approach on resolving the Nagorno-Karabakh conflict. "The latest talks between the Presidents of Azerbaijan and Armenia in Zurich showed that the sides still have different approach on resolving the conflict although a certain progress has been achieved," head of international relations department of Azerbaijani President’s Office Novruz Mammadov told Trend News on Feb. 4.

 Poland supports solution of the Nagorno-Karabakh conflict with preservation of the territorial integrity of Azerbaijan, Polish Deputy Foreign Minister Andrzej Kremer said at a meeting with Azerbaijani Parliament Vice-Speaker Valeh Alasgarov on Feb. 4. Kremer is visiting Baku. Alasgarov informed the guest about the structure and activities of the Azerbaijani Parliament, country's economic reforms, oil strategy, current situation in the settlement of the Nagorno-Karabakh conflict and other issues, Parliamentary press service said in a message.

 The History Institute of the National Academy of Sciences of Azerbaijan (NASA) has documents, which confirm absence of dead body of the Baku Council of People’s Commissars Chairman Stepan Shaumyan amongst the 26 Baku commissars shot on Sept. 20, 1918. The History Institute holds a document, which confirms that Shaumyan was alive in 1919 and was in captivity.

 Creation of rapid reaction forces of the Collective Security Treaty Organization (CSTO) is not aimed against the interests of Azerbaijan, Russian Permanent Representative to NATO Dmitry Rogozin said in a telephone conversation from Brussels on Feb. 4. "We have always seen Azerbaijan as a close partner. Our interests are closely intertwined. Russia will never act against the interests of Azerbaijan. Increasing the military capacity of the CSTO certainly is not aimed at weakening Azerbaijan or posing problems to the country," he said.

 Azerbaijani pro-governmental parties will be restored. “We plan to hold a restoration meeting in March,” a member of the initiative group to restore the Great Nation party Samir Adigozalli said to Trend News. The Opposition Great Nation Party (GNP), founded in 1999, amalgamated with Azerbaijan Democratic World Party on September 23, 2008. After the presidential election in October 2008, former chairman and members of the party resigned and made a decision to restore the GNP.

 The Council of State Support to NGOs under the President of Azerbaijan prolonged the monitoring for NGOs that were issued grants in 2008. “We gave time to approximately 50 NGOs until March. 140 NGOs has already been monitored, chairman of the Council of State Support to NGOs Azay Guliyev said to Trend News on Feb. 4.

 An Azerbaijani opposition party will actively partake in an agitation campaign on referendum. “We have not formed a separate referendum agitation group. But we will cooperate with all agitation groups supporting referendum and join agitation campaign in all regions,” the Vahdat Party’s Chairman Tahir Karimli told Trend News on Feb. 4.

 David Plouffe, Chief Campaign Manager for the presidential campaign of Barack Obama, the President of the United States will be on visit to Baku upon the invitation of the Association for Civil Society Development in Azerbaijan on 8-10 Feb. He will deliver a lecture at the Western University on Feb 9 on the theme “Integration of information technologies into election campaigns”. Mr. Plouffe will speak on design and application of campaigns via Internet and right methods for exact results.
