The 3rd Session of the Conference of Parties to the International Convention starts today at UNESCO’s headquarters in Paris, France. Minister of Youth and Sports Azad Rahimov represents Azerbaijan at this conference at the official invitation of UNESCO Director General Irina Bokova.

The Constitution of the Azerbaijan Republic adopted in 1995 was the first Constitution of the independent Azerbaijan. Azerbaijan Democratic Republic existed for 23 months during 1918-1920 did not have the main Law of the state. The history of the Constitution of the Azerbaijan Republic mainly dates from the period when Azerbaijan was the Soviet Republic.

Azerbaijani Parliament will hold its next meeting on November 15, MP Zahid Oruc told APA. 14 issues were included in agenda, said Oruc and added that the draft Constitutional laws on “Security of ex-presidents of Azerbaijan Republic and their families”, “Amendments to the Constitution of Nakhchivan Autonomous Republic” will also be discussed at the parliament.

Hungarian President Pal Schmitt, who is on an official visit to Azerbaijan, was officially welcomed by Azerbaijani President Ilham Aliyev on November 11, APA reports. Azerbaijani state and governmental officials were introduced to President Schmitt and the members of the Hungarian delegation were introduced to President Aliyev.

Moldovan Ambassador to Azerbaijan Igor Bodyu denied the reports spread by Moldovan mass media that his country would continue selling weapon to Armenia. The ambassador told APA that he communicated with his country’s officials and the information was completely denied: “First of all, these reports were spread by Moldova’s pro-opposition media. The question is not about Armenia. Now Armenia is not in the list of countries that have arms deal with Moldova”.

“I don’t know what the Moldovan defense minister said. I know only that Chief of Moldovan Army’s General Staff was dismissed from his office because of arms deal with Armenia. It shows that they seriously approach this issue. Moldovan ambassador to Azerbaijan and speaker of the Moldovan parliament made statements on this issue”, First Deputy Speaker of Azerbaijani Parliament Ziyafat Asgarov told journalists, APA reports.

The road traffic in Baku’s several streets and avenues will be limited in connection with Hungarian President Pal Schmitt’s visit to Azerbaijan, the Baku City State Road Police Office’s department chief Vagif Asadov told APA. According to him, from 16.00 today, the road traffic on the Airport highway, Heydar Aliyev, Azadlig avenues, 20th plant circle, Yusif Safarov, Uzeyir Hajibeyov, Zarifa Aliyeva, Rasul Rza streets, Neftchilar avenue, “Azneft” square, Niyazi and Istiglaliyyat, Lermontov, Teymur Elchin, Mehdi Huseyn streets, Parliament avenue, Mikayil Mushfig streets and Badamdar settlement will be limited.

Spokesman for the Interior Ministry Ehsan Zahidov told APA that Interior Ministry, Colonel-General Ramil Usubov signed an order on appointment of Chief of Zagatala Region Police Office Faig Shabanov to Khazar District Police Office, Chief of Nasimi District Police Office Mammad Mikaylov to Surakhani District Police Office. Besides, by ministerial order, Chief of Nizami District Police Office of Gandja City General Police Office Agahuseyn Mammadov was appointed to Kapaz Region Police Office, Chief of Kapaz Region Police Office Adalat Sadigov to Nizami District Police Office, Chief of Shabran Region Police Office Eldar Ilyasov to Shaki Region Police Station.

The draft law on “budget o State Social Protection Fund for 2012” was discussed at the meeting of Social Economic Committee of parliament, said the SSPF chairman Salim Muslumov at the meeting of committee. Note that, Fund’s income and expenditure are considered as AZN 2,454.3 mln in 2012. AZN 1,407.5 mln of income will come from compulsory state social insurance premium, AZN 1,044.3 mln – from allocations from state budget and AZN 2.5 mln – from other incomes.
