(27.9.1958, Ganja) – lieutenant-general, National Hero оf Azerbaijan (26.12.1995).
Madat Gazanfar oglu Guliyev was born on September 27 1958 in Ganja, the Republic of Azerbaijan. In 1980 he graduated from the Azerbaijan State Institute of Physical Training and in 1997 – Police Academy of the Ministry of Internal Affairs of the Republic of Azerbaijan. In the years of 1980-1982 he was in an active service in Armed Forces. From 1983 he served in internal affairs bodies.
He served in the structures of criminal – investigation and combat organized crimes. In 1992-1994 he was the Chief of Combat Terrorism and Banditism Department, in 1994-1995-the Chief of Yevlakh-Gazakh Regional department of Combat Organized Crimes Directorate of MIA, in 1995-1996 the Chief of Combat Racket Department of Combat Organized Crimes Directorate of MIA, in 1996-2001 the Deputy Chief of Combat Organized Crimes Directorate, in the years of 2001-2002 the Chief of the same Directorate, in 2002-2004 the Chief of Combat Narkotics of Chief Directorate of MIA, in 2004-2006 – the Chief of National Central Bureau of Interpol in the Republic of Azerbaijan, in 2006-2011 he worked as the Chief of Chief Guarding Directorate of MIA.
By Instruction № 866 of the President of the Republic of Azerbaijan, dated June 30 2005, Madat Guliyev was conferred the rank of police major-general. He was conferred different government awards for protection of the Constitution of the Republic of Azerbaijan and its statehood, for severe fight against criminality, for personal participation in detention and rendering harmless of recidivist criminals who were in intergovernmental search, for special services in combating transnational criminality.
By Decree № 424 of the President of the Republic of Azerbaijan, dated December 26 1995, for exceptional merits and valour for the sake of Motherland and independence and progress of the Republic of Azerbaijan he was given honorary title of National Hero of Azerbaijan.
By Instruction № 1317 of the President of the Republic of Azerbaijan, dated February 14 2011, he was appointed Deputy Minister of Justice, the Chief of Penitentiar Service.
By Instruction № 2552 of the President of the Republic of Azerbaijan, dated November 20 2012, Madat Guliyev was conferred special high rank of lieutenant-general of justice.
By Instruction № 881 of the President of the Republic of Azerbaijan, dated November 20 2014, he was awarded the order “Services for Motherland” of III grade.
By Instruction № 1458 of the President of the Republic of Azerbaijan, dated October 20 2015, lieutenant-general of justice Madat Guliyev was appointed the Chief Deputy of the minister of national security.
By Instruction № 1462 of the President of the Republic of Azerbaijan, dated October 21 2015, Madat Guliyev was conferred high military rank of lieutenant-general.
By Instruction № 1622 of the President of the Republic of Azerbaijan, dated December 14 2015, lieutenant-general Madat Gazanfar oglu Guliyev was appointed the Chief of State Security Service of the Republic of Azerbaijan instituted by Decree № 706 of the President of the Republic of Azerbaijan, dated December 14 2015.
He is married, has two children.
