A round table discussion dedicated to the subject of “Employment problems of the Azerbaijanis studied abroad” was held today at IPC by the Organization of Professionals Studied outside Azerbaijan (OPSOA) and ACSDA (Association for Civil Society Development in Azerbaijan). According to OPSOA chairman Natig Aliyev who opened the event with the opening remarks, the problem of the employment of the Azerbaijanis studying abroad has been one of the actual problems at the time of Azerbaijan Democratic Republic. In that period, the ADR parliament has adopted a decision for 100 university applicants to study abroad. England, Italy, France, Turkey, Russia were among these countries. Italy and France had preponderance amongst these countries. According to the chairman’s words, certain researches show that the persons went to study abroad were different after they return to Azerbaijan, so that as of 1927, juridical processes on the denunciation of the national enemies were held, the villagers were forced to fill Kolkhoz”. They gain great successes with their works and knowledge in the sphere they’re working: they became factory directors, oil and mining leaders, leader colleagues. But many of them were arrested by the CSS as the “German spies” and supporters of the restoration of the independence of Azerbaijan.
The cadres’ preparation has been held also in 20-70s of the previous century, outside Azerbaijan, at diverse leading USSR higher schools. This situation changed after the ex-president Heydar Aliyev elected as the leader of Azerbaijan in 1969. While the number of students sent to study abroad in 1970 was 70, this number indicated 700-900 persons annually at the end of 70s, and 1000 – 1400 young people have been sent to study abroad at the end of 80s. It was stated that after Azerbaijan gained independence, cadres’ preparation abroad is maintained. Today, the study abroad is implemented both by the state, and with the support different funds, international organizations, and at the expense of parents’ individual means. Currently, our students study mainly at the Republic of Turkey and Russian Federation, with the state’s sponsorship. Less number of students study in the European countries, USA, Japan, People’s Republic of China, Arab Republic of Egypt and other countries. The researches indicate that these young cadres encounter the employment problems after they return to Azerbaijan. The information on the professionals studied abroad; implemented by diverse lines (both state and non-state) is not provided to the state and non-state organizations. The ACSDA Vice President V.Alibeyov, noted that the execution of the preparation of the project of the data base of the professionals studied abroad and already returned to Azerbaijan, has commenced. He further reiterated that the main aim in the implementation of the project is to send information on these professionals to the governmental and non-governmental organizations, after gathering this information.
