Prophet of poetry world Nizami Ganjavi said that water has got tender purity, if you drink it much, causes problems.. Today we face a problem of water overflow. Today we face aftereffects caused by water in Khabarovsk Krai and community should solve this water overflow problem. The world, mankind and I think, we should refer to the international convention and international law.
There is a UN Convention on international water basins – “UN Watercourses Convention”. This convention regulates the activity of every state, so a state included to the water basin or neighboring state and no state can use water basin as a weapon against another state, because water of water basin actually can cause heavy aftereffects as unconventional weapons.
I think that, we should propose calling on to join UN Convention on water basins and should remind Armenia a sentence “It is prohibited to occupy water basins” and secondly as this water basin is under their control, to ensure making measures prohibiting to use it as a weapon. I address to foreign experts, our foreign journalists to raise their voice of right. I would like to speak much, unfortunately I am not a main rapporteur in this conference, but the main weapon of us in this issue not only our close friends, but also the international law to which we refer much. We should catch on the international law and solve this problem by means of international law. Thank you!
